This project, led by ICMC Europe, in partnership with 7 other non-governmental organizations (NGOs): ACCEM, CEAR (The Spanish Commission for Refugee Aid), CIR (Italian Council for Refugees Foundation), ECRE (European Council on Refugees and Exiles), JRS (Jesuit Refugee Services) Malta, PRAKSIS and Save the Children Italy, runs from March 2010 until August 2011. It is co-funded by the European Refugee Fund and Council of Europe.

It aims to initiate and strengthen networking and capacity-building among NGOs, local service providers, international and national institutions in Greece, Italy, Malta and Spain by promoting the capacity of engaged stakeholders to identify and refer those in need of protection (including asylum seekers, children, victims of trafficking and torture/trauma), at arrival, to adequate processes and services.

The project will develop a manual on that topic which will include national surveys (on 4 countries in the project), identification of existing good practices and recommendations for the future at a national, regional and international level. It also plans to organize national and European conferences with relevant stakeholders, an active training on differentiation and referral approach and potentially develop a roster of specialized professionals ready to intervene in the field.
